Configuring port 161 windows server 2008 for Zabbix?

To provide SNMP monitoring for the Zabbix monitoring system, port 161 was opened in Win Server 2008. Bottom line: powershell showed no access to port 161, despite the fact that we created a rule in the firewall.

We have Zabbix deployed and it does not see our Win Server 2008 via the SNMP protocol. Everything is pinged.

What should be done to ensure a stable connection between Zabbix and Win Server 2008 via SNMP protocol 161 port ???

1. Configure SNMP service on Windows Server, set correct community name
2. Provide network access from Zabbix server to Windows Server
3. Add host to Zabbix.
