Configuring Captiva Qniq DSA-2200 network media player, opening ports in Windows?

Equipment: PC Win 7 x64
Captiva Qniq DSA-2200
Linksys E4200
Samsung TV (2006 release without SmartTV)
Task and goals:
The connection scheme is as follows: This device (Captiva DSA-2200) is connected to the TV via HDMI, which accesses the server installed on Win 7 to output content (video, photo, flash) to the TV.
The problem arose at the starting stage, Captiva requires open 16000, 4959 TCP ports and 123 UDP to start.
My attempts: Opened ports In the Windows Firewall - to no avail (specifically, I set the rules for entering / exiting on these ports), I set the same rules in the installed Norton 360, tk. this is all locally the router did not actually configure. I also tried to set rules through CMD and PowerShell.
The result of the test is: telnet > o localhost 16000 it is not possible to connect, telnet > o 192.168.1.134 (ip-my PC) port 16000 - it is not possible to connect, the same with 127.0.0.1 The
question is whether the ports are opened correctly?
ps used the search, but all my attempts ended with the same ... I installed all the software supplied with Captiva (the main one is Captiva Classic Console - server startup and configuration)
