Conditions for the successful creation of web projects in the social sphere in a short time by crowdsourcing?

SICamp is a competition of ideas that can solve one or more pressing social problems by bringing together web developers, designers, social innovators, activists and like-minded people for a short time. Over the years, these were the ideas of sites to draw attention to the teenage racket, the state of the roads, charity, human rights, etc. In theory, projects should be developed in detail literally over the weekend by participants from different countries. However, the success rate is very low - only about 10% of projects live after the competition, although many issues are being worked out from further self-sufficiency, the audience of visitors, and promotion. People often just stop working on ideas after the camp is over. At the moment we are planning a new camp and are thinking about increasing the percentage of launched projects. Among the technical solutions, we singled out the allocation of hosting and domain names directly during the work of the teams. But I think that this is not enough, I hope the habra community will help to find some other possible algorithms for helping to launch projects? Simply put, how to make people go through all the steps from an idea that flies in the air to its implementation in the form of a website over the weekend?
