Computer won't turn on, fans turn on and off?

When you turn on the PC, the fans start and turn off, the PSU changed, disconnected the video card and the drive, there is no difference, is the blue light on the motherboard?

Short circuit in the body. The start-stop of coolers means that the short circuit protection has tripped in the PSU.

I had such a problem, and the point was that I decided to use the wires from one power supply with another, from this I got 2 problems
1) I burned 3 hard drives
2) The computer began to behave as you describe
My the solution was to disconnect the video card and cords + disks.
It turned on, everything became ok
. BUT when the video card was connected, it started to fool around again, I was already afraid that the end of the video card, but in this I was saved by replacing the BIOS tablet.
There was also a similar problem with a friend, was caused curve installation of cooling on ssd m2, it turned out that the cooling cover from the ssd shnik was shorting the motherboard.
Not the fact that it will help, but everything can be;)
