Computer with features for graphics and web development. Expensive?
There is a need to assemble a system unit for working with graphics, including 3D, work in the field of web development. My own eyes run wide when choosing iron and I can’t decide, so I need your help. The cost is in the range of 30-40k rubles. Or I will be happy with the characteristics of your system units, maybe I will pick up something myself)

The cost of a good computer has not changed since 1996 - it's $1000. A lot has changed - the regime, the government, money, politics, presidents, the dollar - it's hard to find a thing that hasn't changed since 1996. But this figure is constant :) As a good computer cost $1000 in 1996, it still costs now. In the ruble equivalent at the current exchange rate of course :)
For 40k you can build a good computer. In reality, the most adequate thing is to watch the builds on Youtube, there are a lot of videos there, but select carefully, there are a lot of channels where I advise nonsense.
You will be advised about the same hardware: some i5, a 1050ti or 1060 video card, necessarily an adequate SSD, but the mother will have to choose based on a bunch of factors, but again, you can choose from a certain price range and not miscalculate. To work with graphics and 3D, a computer is enough for 25-30k, for 40k you can assemble an adequate game that will more than cover your work requirements.
Addition: in the same place on youtube you should look at what points you should pay attention to when buying parts. For example, it is recommended to take, for example, 2 sticks of 4 GB of RAM for dual-channel operation, rather than buying one stick for 8. When choosing the same 1050 ti, models with one fan should not be considered at all.
