Considering their price difference, the i7 is out of competition (performance comparison) . That is, it makes sense to take processors more expensive only if you have the task "Render faster, budget> 10,000,000", where you can build a whole render farm.
The memory frequency must be supported by the processor, it is written in the characteristics of the processor, for DDR4 It is 2133 at the moment.
It's also better not to forget about hard drives, it's better to take 2 (RAID 1) or 4 (RAID 10) WD Re hard drives. The smaller the volume, the more reliable, but if there are 4 pieces, then you can take it for 4TB.
As a video card, or a new Nvidia Quadro series, but they are expensive, the price / performance is better than 980.

But the work during the creation and processing of the project will again be terrible, so look for a video card with a large amount of memory. In general, it all depends on your budget and needs (namely, the volume of projects with which you are going to work)
And since your entire project is compressed into memory, the RAM is also not unimportant, at least I advise you to start with 16, the best option would be 32. I have 8, and believe me, this is the worst thing that can happen with video processing - not enough RAM.
