Composer is unable to establish a connection to download packagist. How to overcome?

Win 8.1 system, Open Server , no proxy - when executing the composer diagnose command , when executing the Checking http connectivity to packagist: , Checking https connectivity to packagist: and Checking composer version: items , an error is displayed in the console:

WARNING
[Composer\Downloader\TransportException] The " https://packagist.org/packages.json " file could not be downloaded: failed to open stream: A connection attempt failed because the connected party did not properly respond after a period of time , or established connection failed because connected host has failed to respond.

Prompt solutions?
On the Internet, I mostly stumble upon a description of this problem, but related to proxy settings. But I don't have a proxy.

Well, there is clearly a problem with access to this file.
try it in poweshell with a curl request and see what you get in response.
