This can be done legally on "windows" only by purchasing Windows Server and 1) terminal licenses or 2) for virtual machines, i.e. each user a virtual machine or a terminal session. If I'm not mistaken, a licensed copy of windows can only be used on 1 PC and only 1 user at a time.
