Complicated interactive animation in html5?

Hello!
The task is to make some kind of interactive animation on the site (drawn cartoon, where options for the user to choose a further scenario through buttons periodically appear). This used to be done on a flush, which is almost dead now.
I think like this: in Adobe Animate CC (which supports html5 output), we make a cartoon, buttons, actions on an Action script, in short - everything. And then - the output in the form of html5.
Plz tell me is this the correct option? Or are there any better options now?

Well, in general, here you have to decide what to use, depending on the animation and scenario. For some types of animation, it would be quite possible to use animated svg, if something is voluminous - then three.js, there is even a built-in ability to interact with specific objects ..
