Why is the menu not customizable in the wordpress admin?

Good afternoon.
Here is an image of the wordpress admin. An attempt was made to hook the bottom menu item with the LMB and drag it up. Doesn't drag.

I played with the browser settings, opened it in another browser, javascript is allowed, I don’t want to update to a fresh version of the engine - something will fly off.

You make any image in svg format in the desired size in a vector editor. You put it as a background on the desired background section: url('path/image/back.svg') 50% 50% no-repeat;
You can do it with transparent elements or as your imagination tells you. The advantage of svg is small size, if done correctly and optimized well, plus in any conditions, high-quality rendering of the image - no pixels for a vector.

You can play with Canvas, for example, but this will not have the best effect on page performance.
