That's just bad luck with the OS: Android is imprisoned for completely different tasks, the software is different there, optimization is not always good, and power management mechanisms reduce power to save charge. But if you take some Snapdragon 652 or Helio X20, roll Linux there (although these are spherical conditions in a vacuum, since without crutches and dancing it will not get up there with all the firewood normally) - you will get approximately the performance of a bundle of Intel Core 2 Quad and GeForce 8600GTS, that is, a 10-year-old gaming PC, or a modern budget laptop.
