Commercial operation of Wi-Fi networks

I am interested in the legal aspects of organizing a Wi-Fi network.
Quoting Wikipedia :

Decision of the State Committee for Radio Frequencies of August 19, 2009 No. 09-04-09:
Allocate the radio frequency bands 5150-5350 MHz and 5650-6425 MHz for use on the territory of the Russian Federation, with the exception of the cities specified in Appendix No. 2, RES of fixed wireless access by citizens of the Russian Federation and Russian legal entities without issuing separate decisions of the SCRF for each individual or legal entity.

upd: In other words, outside the city, I can use 802.11n devices (operating in the specified range) without registering a piece of iron. However, outdoors, I need permission to use the frequencies.

1) How to get permission to use frequencies?
2) How much will it cost?

If the first two points are complete, does the permission obtained apply everywhere, or is it strictly limited territorially?

Everything is not clear with radio frequencies in this regard, in theory, each Wi-Fi should be registered, but again, home Wi-Fi and in the cafe, Roskomnadzor looks through his fingers, apparently according to the order from above.
If you decide to cover the holiday village with the Internet, then this is not legal without the appropriate licenses.
