Combining multiple exe files into one?

Hello Khabrovites. Recently there was an article
on lifehacker.ru about the automatic software installer for MS Windows. A convenient thing, but it has a couple of minuses, dependence on the Internet and the inability to choose the localization of programs. So the question is: is it possible to create such an offline installer from a set of exe-files of various programs, so that you turn it on and go to drink tea =) i.e. so that you do not need to check the license agreements and remove them in front of the steamed toolbars for the browser and so on. I would be grateful for various solutions to this problem.

When I solved the problem simply with the help of a .bat file, now I switched to a file with a list of required packages for the package manager :)

not an installer, but may be more suitable for the task of "installing a bunch of software on an empty computer."

ninite has a pro version https://ninite.com/pro which has an offline installer. True, you have to pay 20 bucks a month :)
