For English, there is Dragon speaking naturally. But for the Russian, I did not find a worthy analogue.

In google docs it is possible to dictate successfully. Select Tools and then Voice typing.

If you just need to recognize records locally without sending them to the server, you can try downloading the Vosk API with a large Russian model.
