Collections in Kindle?

I have been using kindle paperwhite for a long time , and I like everything about it. There are some shortcomings, but they pale in comparison to the advantages. But there is one drawback that is quite significant - it is terribly inconvenient to create collections on the Kindle itself. Maybe someone knows a really working program for windows that allows you to create collections from a PC without jailbreak ? In general, is this possible?

From Amazon itself: Kindle for PC , at the very least, can work with collections, but with one big BUT - only with books bought on Amazon.
There used to be a plugin for the Caliber program, now this is the case:
Amazon have removed the ability to manipulate collections completely in their newer models, like the Kindle Touch and Kindle Fire, making even the above plugin useless. If you really want the ability to manage collections on your Kindle via a USB connection, we encourage you to complain to Amazon about it, or get a reader where this is supported, like the SONY or Kobo Readers.

I myself have not used the creation of collections, but Google suggests that there are plugins.
