Licenses for software and other works

Hello!

Please tell me... I want to buy a paid cms, but it says about 2 licenses.
Regular License - 69$
Extended License - 269$
But this is taking into account the fact that it was chosen 6 months in advance! More expensive for 12 months.
I want to understand ... CMS for different licenses is the same or functions are cut down? Or is it just codecanyon / envato market for these licenses?
Please advise!
