CMS for your notes

In light of the closure of the Catch notes application, I thought maybe I could just make a personal decision. We need a very simple and easy cms blog in php (text, inserting pictures) with a minimum of functionality. Restrict access to it with some kind of tricky cookie and, behold, a personal notepad is everywhere and everywhere, though no offline. Can anyone tell me what kind of CMS it could be?
It would be extremely cool if there was an adaptive design or only a mobile version.

So far, among the WordPress candidates, it even has an Android application, which is undoubtedly pleasing.

Help with advice, maybe I'm digging in the wrong direction?

What's wrong with evernote? Or do you not want to use a third-party service at all?
And yes, from CMS, WP is faster and easier.

Do you want it for yourself or publish it?
For yourself - choose - TiddlyWiki, WOAS, if it is possible to compile C and keep it running somewhere - CiWiki

Here was a review of Anchor CMS recently, habrahabr.ru/post/188994/ . Almost lightweight VP, though they say it's still damp.
I didn’t test it for speed, but I think VP will be faster.

1) Nibbleblog - much faster than WP, XML database, nothing more, three types of posts: post, quote and video.
2) As advised above Anchor CMS , although they say that it is raw, but quite a working CMS.
