Online store engine with a personal account of the dealer (seller)?

It is planned to create an online store (pharmacy), where it will be possible to create personal accounts of dealers (sellers), there may be many of them, eventually up to 1000 dealers. The system is as follows - the buyer contacts the seller, the seller issues an invoice (prints or sends it to the buyer's phone), then two options: go delivery, or the buyer will pick up the goods from the pickup point.
Payment upon receipt, after payment, the seller (dealer) sees in his personal account that the client has paid for the goods and the interest (bonuses) accrued for this transaction.
Which of the ready-made solutions would you suggest to modify for this functionality, in which direction should I move?

Understand what is ACL - user rights management. Everything else is not a problem at all.
