Cmd doesn't see vagrant?

The essence of the problem is this, after installing and rebooting vagrant, when I enter vagrant cmd, I get the following:

"vagrant" is not an internal or external
command, operable program, or batch file.

I tried to register in the Path to the vagrant / bin folders, as well as Vagrant / embedded all to no avail, has anyone encountered a similar problem?

The same story, it’s not clear why this happens, and the person wrote that he registered the path to the environment variable explicitly, why Artem’s nit-picking?
