Clearing the RAILS log file through the Task Scheduler?

Hello. OS: Windows 10 x64, Rails 5.1.3
Created in the Task Schedule (Task Scheduler) a task to launch a batch file that cleans the log. But for some reason, there is a batch file to run manually, then everything works, but if you run it through the event scheduler, then cleaning does not occur
Here is my batch file

CD D:\ProjectRuby\portal\
rails log:clear

the command "rails log:clear" does not work in the scheduler . If you print the result of this command

Description:
    The 'rails new' command creates a new Rails application with a default
    directory structure and configuration at the path you specify.

    You can specify extra command-line arguments to be used every time
    'rails new' runs in the .railsrc configuration file in your home directory.

    Note that the arguments specified in the .railsrc file don't affect the
    defaults values shown above in this help message.

Example:
    rails new ~/Code/Ruby/weblog

    This generates a skeletal Rails installation in ~/Code/Ruby/weblog.

Specify the working folder in the Task.
Make a shortcut for your batch file. In its properties, specify "Window" minimized to an icon. In the Job, run this shortcut.
