How dangerous is it to clean the waste outlet of a printer cartridge without protective equipment (rubber gloves, a respirator, etc.)?

The only danger is that you will still litter and you will have to clean up. A damp cloth is more than enough for this.
For the future, contact a normal cartridge restoration organization - because if you haven’t cleaned out the trash, then this is already the end ... with the same success you can fill it yourself by breaking a hole with a hammer and chisel.
