Cisco Packet Tracer: How to Deny Access to a Backup Server While the Primary Server is Running?

There is a network from 4 routers in which OSPF is configured. Two of these routers (each) have statics configured with one more router and server, i.e. two provider servers. One server is the main one, the other should work in case of failure of the first one. When the primary server is running, there is no backup access. How and with what commands to configure such a route?

If you need a packet-tracer level solution for a purely laboratory bench, then simply register the statics for each server, put more weight on one of the statics.
