Chrome why don't policies work?

I'm trying to configure Chrome/Chromium using policies (by making settings in HKEY_LOCAL_MACHINE\Software\Policies\Google\Chrome) according to the instructions https://www.chromium.org/administrators/policy-list-3 . Zero effect. The chrome://policy page pleases with completely empty policies. There is no domain.
How to make settings?

As far as I understand, a domain is required.
