Chrome hangs and windows hangs when saving files from the web?

Chrome hangs and windows hangs up when saving files from the web
.. everything starts to slow down wildly for about 1 minute ... then everything is fine ... I save the
file, it falls into the download and hangs there as if it is swinging .. it freezes even on small 1kb files ...
It doesn't always freeze... sometimes it's normal.. sometimes it freezes..
cpu core i7
memory 16gb
SSD 70% free space
windows 7
chrome last ver
antivirus off
