Dreamweaver can be called a universal giant, embed videos, etc. simple enough. It is quite suitable for a novice user.
But it is, of course, paid and quite resource-intensive.
tinymce is a versatile and powerful WYSIWYG editor. If you are not confused by its size and, accordingly, the download speed. Then choose it. There are plugins for uploading pictures and videos, I used them myself. You can customize almost anything.
You can try to take tinymce as the basis, there are all sorts of plugins for it. in extreme cases - to find someone who finishes it.

Pros:
+ good documentation
+ very easy to create your own plugins (buttons, commands, etc.)
+ you can create styles
+ in the latest versions, all formatting bypasses the standard browser commands, i.e. you can assign the desired design for all styles (bold, italic, etc.)
I usually put “normal copy-paste from Word” in the first place in the requirements.
Now in production I use tinymce, but I look at elrte.org/en/
