Choosing an Inexpensive Drive Shelf

At the moment, there are 4 HP servers in our server farm - a pair of DL 320g8 and dl380g5. On the 380s, hyper-v is running with windows 2008, on the 320s - KVM with various Unix services inside.
There is only one problem with these servers - expensive "proprietary" hard drives.
And then the task arose to organize a disk array of ~ 10 TB for storing profiles and mail of 80 users. A smart storage is not needed for this, but a capacious one is needed. So I want to score some part with the usual consumer wd red, but for various fast things at the same time have 15k SAS gigs for 500-1000. All this with RAID1 mirroring, of course, so the physical capacity must be multiplied by two.
I would like to fit into reasonable money (the ceiling is 200 thousand), and so that there is some reserve for expansion.
How realistic is all of this? Does it make sense at all to fence a shelf for the sake of such volumes?
I would be grateful for the experience of the real use of pieces of iron in this price segment.

If anyone is interested, we took a 16-disk supermicro, LSI 9271-8i with a battery and 16 HGST 10k disks in RAID6.
The Intel X710 network boxes were plugged into the supermicro and hulets, connected with a proprietary twinax.
Installed Windows 2012 R2 Std, hyper-v runs on samba, exchange works smartly.
We kept within 400 sput at the current exchange rate, while we are satisfied. There is a potential to expand by another one or two jbod shelves, it has been working steadily for half a year.

If it does not grow more than 10TB, then, in general, there is no point. There are plenty of 8-disk sas+sata servers.
If you are not sure that 10TB is forever, then it makes sense to buy a shelf. Look for any JBOD that fits your rack and budget. Active shelves will come out more expensive, of course. And JBOD - something like 50 thousand for a 12 disk piece of iron (without disks).
