Choosing a university with IT?

Recently passed the exam. In this connection, the question arose of where to submit documents. I choose a specialty related to computer science. I would like to enter St. Petersburg. On points - 206 (Russian / math / computer science), so it's hard to find something worthy. What are the best universities to apply to? Which of them are worth paying attention to, maybe somewhere not such a high score? Considered other cities, but the situation is about the same. Or give up this whole idea, and start reading books + get a job.

Take a university and a faculty where they teach normally. And ask those who studied there.
I graduated in physics and work quite normally as a programmer.
In Moscow there is MGUPI, in St. Petersburg I don't know. Think about what interests you.
One way or another, practical knowledge at work will block all theoretical knowledge in six years.

He studied in the provinces, received education in his specialty, but very little.
I do not think that in St. Petersburg or Moscow, something is different. The decision here is up to you.
Books and practice will never be superfluous.
