A plan is certainly good, but it is better to replace it with a goal. Somewhere a long time ago there was an article about a girl who wanted to write websites and she set herself the goal of making a website every day. This is the best option for self-education.
For me personally, setting a task for myself is very problematic, so I just climbed freelance sites and looked for tasks.
You can just find a few sites that you consider "high-quality and adaptive" and implement them yourself. If you have absolutely no experience in this, then take a couple of popular books on design and layout and read them.
