Choosing a system for electronic document management?

I'm looking for a document management system.
Basic requirements:
1) no clouds, everything must be stored on our server.
2) the presence of a web interface
3) Russian language
4) The ability to divide users into groups
5) It is desirable that the fields on the document card can be added at your discretion
6) The ability to assign several performers to 1 document
7) The ability to export to excel
8) it is desirable , but not necessarily the possibility of sending reminded by e-mail
9) Free or paid, but not for the number of employees, but for the system itself, and without a subscription fee
Can anyone suggest what to look for with such requirements?
