Choosing a personal ToDo manager?

Hello.
Please help me find a simple personal ToDo manager.
The main criteria:
- it should be a regular application that stores the database in one file, works without the Internet and registration, that is, not a service like Todoist.
- the presence of categories (projects, tags), basic features like deadline, task priority, etc.
- nice and understandable interface
- easy to use and not overloaded with unnecessary functionality
- Windows platform
- free of charge
I searched a lot (including on the Toaster) and tried it, but somehow it's not right.
Closest to this Task Coach, but maybe there is something better.

Now LeaderTask has become free. If you use it not as a multi-platform service (with synchronization and the ability to access from different devices), but just as a Windows program, then it will be quite similar to what you are looking for. There is a program similar to it EssentialPIM. Both of these programs are not just to-do, but rather organizers. The current to-dos (like Todoist, well, programs like Wunderlist, Any.do) are almost all designed for use on mobile devices, because to-do lists usually mean that a person makes reminders for simple small tasks, and does not plan complex ones. (composite) cases behind the PC screen. Most likely, it will be easiest for you to either use LeaderTask/EssentialPIM, or use that multi-platform to-do application that has a Windows version installed on a PC (for example, Wunderlist ). If you write in more detail what the application is for, I will try to suggest something else.
