How to separate the creation of tasks (task) and subtasks (subtask) for users in JIRA?
Gentlemen, I hope for your help! On my project, there is such a hierarchy: there are tasks and subtasks. The administrator creates tasks and subtasks, as well as edits and comments on them. And users should create only subtasks to the tasks that the Administrator has created. Question: how to make it so that users do not have the right to create tasks, but have the right to create only subtasks in tasks that the administrator has created?

If we are only talking about creating tasks, then this option:
1. Create two workflows for each of the types of tasks.
2. In the workflow for subtasks, do not make any restrictions. And in the workflow for tasks, use validation for the user's "administrative" rights. For example, Administer Projects.
