Choosing a PC configuration for single-user 1C: KA?

Given: accountant girl, works in single-user file mode on 1C 8.1 Integrated automation. In addition to 1C, programs with USB keys are used for tax and other authorities who collect data remotely. Office, PDF, connection to printer and scanner.
The computer is personal, therefore, in addition to working in 1C, you need the ability to comfortably use the Internet, sometimes watch a movie, listen to audio.
At the moment, there is an old computer assembled from "straw and XXX":

In principle, it works stably and without terrible brakes.However, complex tasks (many browser tabs, large 1C database) are no longer comfortable.
There is a desire to update. I don’t know much about the features, which is better / worse for working with 1C. Not much up to date with the actual hardware (which models, which firms are better to take).
Actually the question is what exactly to collect:
1) I want to minimize costs. I understand from what is, only HDD can be transferred. Therefore, it will have to be reassembled. I will leave the case and the power supply unit the old one (if the power supply unit is suitable for the connectors). It would be nice to meet 10-15.
2) I saw a nettop type PC. I really like the idea (you can take it with you in your bag and connect it to any other monitor). Is it possible to pick up something adequate for the tasks and stable from the available ones?
3) What should be emphasized for the above tasks? More powerful percent or more memory, etc.?

It is too little. For Accounting, it’s normal, but for KA it’s already better from 8 GB. Start by increasing the RAM and perhaps this will be quite enough for your girl friend. Accounting systems are not toys and they do not need sophisticated graphics cards and they load the processor only in those minutes when they generate reports.
