Choosing a country for online business, bank and merchant account, PayPal?

I have an online business selling distance learning services and related copyrighted content. The business is focused primarily on Russia and the countries of the former USSR, but there are also few clients in Europe and the USA (the content is Russian-language, and the clients in these countries are expats).
At the moment, there is a Russian legal entity connected to Assist and various payment systems to receive payments, and everything seems to be working. But suppliers (content producers) are located in Europe, and it is difficult to work with some of them as a Russian legal entity. There is also the task of optimizing taxation and minimizing bureaucracy (paperwork, reporting).
Please advise a tax-free or low-tax country where you can quickly register a company recognized by suppliers in Europe and open a bank account. It is also extremely important to get a merchant account for accepting card payments and the possibility of a painless and prompt connection to PayPal.
As far as I understand, it is impossible to get a merchant account or PayPal for companies registered in the most famous offshores (Seychelles, Belize, and so on). Is this true? Also lately I have heard some positive recommendations about Hong Kong - I will be grateful if someone can share their experience.
