Choosing a computer to work with graphics?

You need hardware to work in Adobe PS, Ill, InD and 1 min videos in AEff.
I draw digitally and also work with printing (children's illustrated books + typography).
When choosing equipment, I often stumble upon sad gray / over-contaminated / illuminated / with PWM monitors.
The old Acer Aspire v3 571 g 15" with Nvidia GF 730M did not cover srgb even by 60%, but it was digestible - without overexposure with brightness standards, it gave off a little warm, but the printed result was not an unpleasant surprise, though it groaned when rendering video.
Budget, as usual, limited to 78000.
Two options:
1) Build a PC
Need a power supply (completely dead), video card, mother, ssd (instead of hdd) + monitor, as a separate pain.
Which monitor and what hardware to it, taking into account the above?
2) Buy a used iMac before 2015. Rather, 2013 or 2010 in general.
The problem of upgrading and the life of iron.
Since I'm not well versed in hardware, and the reviews are already dazzling, I ask for your advice / personal experience.
PS Add. the monitor for the laptop is not considered, since my faithful friend has undergone several repairs (one of them on the motherboard) and is dying again.

If mobility is not important to you, then assemble a PC.
For hardware - Ryzen 7 2700 (motherboard of your choice, but I recommend from Asus), 16 Gb Crutial (of course DDR4), take the block from FSP or Seasonic. And ssd from samsung.
I can't tell anything from the monitor.

I have been working with graphics for many years, then my personal opinion.
When working with graphics for the web using Adobe products, sooner or later everyone faces a problem: incompatibility between programs and high-resolution monitors (HiDPI, Retina, etc.). It is simply impossible in Photoshop to see the actual size of the image, such as you will later see it in the browser.
That is why I am against all these high resolutions when working with pixel graphics. And I repeat once again: Everything that I wrote relates ONLY to pixel / raster graphics and I am absolutely satisfied that it is cool to watch video, play, work with vectors, print and write code on such monitors.
At the moment I use DELL U2713HM everywhere (with a resolution of 2560x1440) and I'm satisfied. And I would buy a computer with the remaining money, if the budget is small, then MacMini is perfect.

The best monitor for graphics work is NEC, but they are so expensive that one monitor eats up the entire budget and asks for more ...
