Android + UART = ?

Good day, dear Khabrovtsy.
I had a question, the answer to which I really could not find.
I have a Smartq V7 tablet that has Android on board. UART is soldered on the tablet board. When I connect it to a PC, I can see the boot process and other crap. But here's how to control the UART from the Android tablet itself?

Write the driver itself, for example.
