Choose a 3D printer?

Greetings!
I got the idea to get a 3D printer. So far, I am studying materials, reviews, blogs, but some wishes have already been formed. In principle, I can choose everything myself, but I want some additional confidence with the choice from people in the subject. There will be a million questions. :)
The goal is for myself, I don't think that I will print for sale.
So, wishes:
- I plan to take it on Ali, because. the prices that our sellers break are much higher, which is a real sin, of course;
- budget: no more than 30.000 rubles (well, no more than 35.000 with delivery);
- not a delta (I've read that they can get stuck with calibration and a rather painful setting, plus I want a non-round print volume);
- print volume: in width / length, I think an A4 sheet will be enough, and in height - let it be at least 20-25cm;
- a metal frame with metal profile fasteners (it hurts to look at the plastic corners);
- if possible, support for the largest possible type of plastics for printing;
- extruder: 1 piece;
- table heating;
- printing from a card;
- as far as I understand, a rail drive is better than a screw drive, and even more so a belt drive;
What is not completely clear at the moment:
- what type of mechanics is better - a movable table or a movable head along XY (IMHO, a movable head is better, because the printed part will not be subjected to stress);
- it's not very clear - a closed or open case is better (if anything, I can make the casing myself);
There is one nuance. On Ali for a little more money (+ 5-10k to the indicated amount) there are types of universal machines, which, in addition to printers, can also be laser engravers / cutters. Let's say if I want to cut plywood no thicker than 3-4mm - how viable will such a device be? Will it give normal printing/cutting/engraving accuracy? Or is it easier to take 2 devices separately? Or one, but with the prospect of installing a laser head? The presence of such an opportunity is not essential, but it would be nice.
And another nuance. I can quite assemble the printer myself - I can screw / solder / flash it without any problems. But I saw only a couple of more or less intelligible instructions. Is the game worth the candle with such a budget (a bunch of separate orders, nothing to miss, everything to choose correctly, etc.)? How qualitatively more serious device can be assembled independently for such money?
I'm not in a hurry with the choice, I plan to buy by the end of the year.

I took myself a Chinese ult. https://supereyes.ru/catalog/3d_printery/3d_printe... Absolutely satisfied with the printer. This does not mean that it does not have shortcomings, but for my amateur tasks its capabilities are quite enough.

If you want a really good 3D printer, then take the Japanese Roland https://engraver.ru/ or something like that, it certainly costs more than Chinese ones, but you really need a really high-quality 3D printer, it won’t work differently.
