Characters are not being typed repeatedly, what could cause this?

You cannot retype a character in all editors - in the browser, in all editors, everywhere!
The problem just arose. Nothing foreshadowed trouble, did not launch any programs, even began to close, but this is a very strange phenomenon in itself.
Redialling of any (!) keys on the keyboard does not work.
If you hold down "a", then the character will be typed once and that's it, at least an hour wait.
If you hold down Backspace, then the last character will be deleted, and then it will not be erased.
If you press Backspace again, it will not work. Though continuously dolby on this key - will not erase. And if you click Shift once, then you can press Backspace 1 more time and it will work.
The arrows don't work either. Here I am typing the text now, I press to the left, the cursor moves 1 position, then I press several more times in a row - it does not work.
Shift + spam Backspace - will only work once.
But Shift + arrows is the only option that allows you to spam, that is, make a selection in the text.
What is this strange phenomenon and how can it be explained?
The mouse is working fine.

Thanks Google.
Why Windows decided to pin it like that - remained a mystery.
