Tell me, please, where could I take the exam and get a certificate for the following things:
- HTML
- CSS
- Python
- MySQL
- Django
Or at least one thing. Who faced what. Russian/English - not important. Employers are extremely willing to hire when there is an acc. certificates. And in Russia it just so happened that they tend to trust NOT Russian certificates more.
Where can I take tests - pass an exam - pay money - get a certificate so that I can attach it to my resume? Who (which centers, companies) are considered authoritative in this regard? I know that there are many owners of IT companies on Habré, what certificates do you trust?

There is hardly any certification for Django. Orelli certification links and US institutes have slipped on the stackoverlow, you can google it.

those python developers that I know are taken mainly through acquaintances, without any certificates.

In Russia, it is not customary to look at certificates. Even for the same PHP that has an official certification service, we are not required. Therefore, plan to work in Russia, then you don’t have to bother with certificates.

html+css+js - you can see the microsoft certification . But from experience I can say that as before they didn’t really look at certificates, they continue to not really look at them even now)
