Centralized ssh access management?

There are n servers administered by a team of m people. How can I centrally issue / take away and log access?

We in the company use RDM (Remote Desktop Manager), very convenient but paid. We have 2 admins, respectively 2 licenses, but it's not that expensive. It is possible to open ssh, rdp connections. As well as all sorts of vnc, set up connections to various web resources (router admin panels, etc.), you can connect winbox and connect to mikrotik. Each admin can be given access to their resources.
