https://habr.com/ru/hub/cellular/ (well, you can skip the economy)
study - English, all courses in telecom engineering courses, aim at MTS, but better in Huiwei (most likely, you have towers and a lot of places from them) or in Ericsson
Technically, the network of a mobile operator can be divided into four large blocks:
1) radio access - base stations and everything connected with them
2) core network - CSCore, PSCore, PBX switches, service platforms, etc.
3) transport network - switches, routers, multiplexers, radio relays and FOCL, etc.
4) IT billing and convergent services for B2B (scoring, mailing ...)
Each separate section is a very large layer in which hundreds of people work . Decide where you want to start.
