CD2 sync problem?

When synchronizing partners, this error occurs. The counterparty then becomes empty. And when you reload, a new one is created.
How to solve this problem? What is it connected with?

I'm not sure that this error is related to the CD, it looks like you have problems with the integrity of the database. I would make a TII (naturally with a preliminary backup of the database and clearing the cache).
PS Clearing the cache probably won't help here, but traditionally it won't hurt.
