Why is the section bar not showing up in my BSP configuration?

Sorry for the long exposition. I had to communicate with different 1C configurations, but I never developed my own configuration. Decided to try. I did some lessons from the book of Radchenko M.G., Khrustaleva E.Yu. - 1C Enterprise 8.3 Practical guide for the developer. It seems like something is working. Then I decided that it would be nice to use the features that are in typical configurations, for example, attached files. I read that this functionality is contained in the library of standard subsystems. I tried to use this very library according to this instruction with ITS: 2.4. Rapid start of development from scratch . Chose a minimum of subsystems, compared-merged with an empty configuration. Runs without error. Created a user with full rights.
This is the background, and now the actual problem. Added a new subsystem to the configuration. And I expected that when I start it in enterprise mode, I will see a partition panel with my subsystem, as it was in the lessons from the book without using the BSP. And he was deceived.
The subsystem flag "Include in command interface" is set.
In the Configurator mode "Open configuration command interface" my subsystem is in the sections, the "Visibility" flag is set.
In the Enterprise mode "View - Customize Panels" I see the "Partition Panel" exactly where I would like to see it.
"View - Section Panel Settings" is empty, my subsystem is not present, which is obviously why the section panel is not displayed. But why is it empty?
At "Full Rights"
Please tell me what else needs to be configured / enabled so that my subsystem section becomes available for the command interface, after that the panel, as I understand it, will be displayed. Where haven't I looked yet?

Right click on the configuration root.
Select the fourth item - "Open configuration command interface".
Put checkmarks on the required subsystems.
