CCTV, ActiveX problem for IE 11. Solution!?

Greetings.

Please help (throw ideas) in solving the following question.

Preface.
In one office (roughly speaking one office) there is CCTV in the face of DVR (H.264 DVR9004) from Chinese nonames with similar cameras. All this works properly and performs its function. Previously, it was necessary to view in real time from a laptop (Win7 x32 home premium, with the latest updates). Accordingly, we change a couple of settings in the properties of IE, download the plugin (it is installed) and log in without any problems through the web-face, watching videos and recordings. All this stood until the HDD began to crumble (judging by the system logs and SMART), and then with the OS. Everything has been replaced with an SSD, Win7x32 Prof. installed, updates installed (including IE 11). And here's more...

When setting IE settings in the form of permissions regarding signature checks, filtering cancellation, etc., I get a notification and a window with the ability to install the plugin - a small .cab archive with 2 .dll + inf file (with a list of parameters and values) + . ocx. The files are copied to the system32 system directory, but, apparently, they are not registered - the CLSID specified in inf is not searched in the registry. Self-registration via regsrv32 - past - "Could not load module..." (according to the full text of the error on support.microsoft.com). There are no problems with file permissions. User - admin. UAC on (browsers, etc. were run from the admin) and off .. The result is the same - at startup (from the admin) a request is sent from IE to the DVR, the cab-archive is downloaded (unpacked) and so on in a circle.
There is an option to register in the registry itself in HKLM in the appropriate section, using those parameters with values ​​that are in inf, but I have not yet figured out which keys, etc.
Can anyone tell me about this? Well, or what could be the problem with registration ...

P / S: Do not offer to replace with a pair of IP cameras / NVR, etc.

Well, or, is there an option in realtime to view the video stream from cameras without ActiveX (and a browser)? Although, no.

Install CMS and watch / configure through it .. You don't need a browser at all ..

There are three options:
1. So deal with the plugin - you may need to adjust the browser. But this is not the best option.
2. Use CMS as advised above. Recently discovered a universal CMS .
3. Use the demo version of the Line software and pull channels via RTSP. As a bonus, cloud access to the video will appear, if the computer is on the internet, of course.
