Cannot create a folder or file when copying to a flash drive. Error 0x80070052. How to fix?

I copy a folder with 0 folders and 269,317 files inside to a flash drive, which has the FAT32 file system in the main information, and exFAT in the formatting settings (moreover, there are only two format options: exFAT and NTFS, xs, why is FAT32 in the main information, maybe she somehow adapted). Upon reaching the mark of 16,383 copied files, it gives the error "Could not copy the file due to an unexpected error ... Error 0x80070052: Could not create a file or folder." The flash drive is absolutely new, it just started its life a couple of hours ago, that is, there should be no internal failures. They write on the Internet that different formats have different restrictions on the number of files in one folder, but it seems that exFAT does not have such restrictions at all. Xs, is it affected by the fact that in the basic information about the flash drive, as it was written earlier, it is FAT32, but even so, then, according to the Internet, the maximum number of files in one folder is 65k with kopecks, that is, in my case, stopping at 16,383 is not suitable. The size of the file itself, at which copying stops (and when a file is skipped for other files, it gives the same error) is a couple of hundred KB, that is, very small, obviously not the size limit for a single file, even for FAT32. Creating folders and dividing these hundreds of thousands of files into groups is not an option, since file paths must be preserved.
