Can you use templates in Photoshop?

Hello everyone, this question has matured in my head.
When creating web designs, is it possible in Photoshop to organize template parts within a single project? Embed repeating parts in layouts (as in website development, separate header, footer, etc.). This would greatly speed up the creation of the design, especially at the editing stage. For example, if the design has 20 pages and the customer asked to make changes to the header, then you need to correct it in one place and that's it, the header has changed in all 20 pages.
I tried to google this question, but it's unrealistic :) . "Photoshop template parts" and its variations found just layouts.

Draw a hat or footer, save it in PSD. Next, in the File/Place Linked… page layout, select your header. If then some changes are made to the header, when you open a document with a linked file, the changes will be immediately displayed.

You can make a smart object and save it in PSB (namely B , not D). Then paste it into other documents or several times into one document. When editing psb, the changes will go to the files that use it.
You create a smart object and export it to a PSB file
. For another file, "Place Linked" this PSB file
. That's it. Now, when editing a PSB file, the changes will be visible in all PSD files to which it is linked. Of course, only after opening these PSD files with Photoshop.
