Can you recommend a simple Gtd tool for a team without internet access?

Good afternoon. Please recommend a team task management tool (I should be able to create tasks for myself, assign them to other people, see lists of all team members, what is done / not done).
The main requirement is simplicity as in a notebook (I wrote a problem, chose a performer - and he got it) and the absence of the Internet, only LAN (because the bank).
