Can you recommend a light graphics editor?
Can you suggest a light graphics editor for pasting from the clipboard followed by simple image editing:
1) Windows compatible (7), the ability to work comfortably with a small amount of available memory.
2) FreeWare or symbolic cost (~10$-19$).
3) Very light and easy to use (like the antipode of Photoshop, Corel and Himpa in this parameter)
4) Completely offline (there will be no Internet on the computer)
5) Portable if possible
6) Interface in English or Russian
7) From editing:
- The ability to change the size and color depth (24 and 8 is enough) of the image
- The ability to work with scissors (crop a fragment of the picture with further copying to another picture)
- Simple "effects" - draw arrows, rectangles on the image, write text
- Ability to save as GIF / BMP / JPG
- Ability to work with multiple images (up to 16).
- The ability to make animated GIFs from a sequence of images of the same size and color depth with a pause between pictures (no effects between transitions are needed).
Something similar in functionality (not completely) is in the Yandex-disk screenshot editor.
PS The goal is to create "mini-rolls" for articles.
