Frame Relay is used to route LAN protocols
Frame Relay provides data transfer (packet-switched) through the interface between user devices (routers, bridges, PCs) and terminal equipment (network switches a la cloud).

This is the same as ethernet, only without card games and young ladies. The main feature is a guarantee of bandwidth allocation (according to my knowledge, this is very similar to the SAN organization on FC).
A switch (if you mean a piece of iron) is a switch with support for this l2 protocol.
