Can you advise an analogue of NextCloud/Seafile/OwnCloud for Windows Server?
Tell me if there are options for implementing "home" cloud storage under Windows Server (2016/2019)?
Nextcloud, Seafile, etc. I don’t really want linux solutions in the docker, I’m looking for a solution for Windows with clients for Android / IOS.

Since they didn’t say what goals you use and what you are ready to do for this:
I think that the best dropbox-like synchronization tool between machines is syncting, it doesn’t have a storage server itself, but it’s very easy to set up, cross-platform and very lightweight. If you need to store a copy of the files somewhere - get this server, at least $ 1 vps (it all depends on the requirements for the place).
If you are looking for paid storage cheaper than dropbox - look at siacoin, it is also organized as a dropbox-like, while file storage is distributed among its users (three-fold duplication, distribution over 40 nodes), decentralized and anonymous (no one will delete your file because it violates something there or because your president suddenly suddenly ' went cook 'and an adequate business began to shy away from you). IMHO at the moment there is no storage cheaper , especially if you manually start managing the choice of nodes.
Be careful, from the point of view of cryptocurrency and investing in it - there are ideological problems, but the technology is unprecedentedly good, although it may be difficult to understand the features of the utilities and interface from the beginning.
nextcloud has a virtual appliance - a pre-configured virtual machine that deploys in 10 minutes and is configured from the web gui as needed
