Can Windows 8.1 be installed side by side with regular Windows 8?

I have a very specific problem.
The fact is that access to the Internet in the place where I live is possible only with the help of modems from mobile network operators (I use a modem from MTS, if this helps).
The problem is that I want to develop applications for Windows 8 (8.1) and Windows Phone 8.1, because I am a big fan of the latter, but I can’t, because I can’t install Visual Studio 2013 on a simple Windows 8, and with Windows 8.1 my modem is just refuses to work (due to driver incompatibility).
I have already tried to install Visual Studio 2012 for Windows 8 and Windows Phone 8. And if the first one still works somehow, then the second one does not even allow you to run the application in the emulator or on the connected phone. Even the page builder in it is non-working.
Actually, the question itself is: is it possible to somehow install Windows 8.1 in parallel with regular Windows 8?
Or maybe just buy a newer modem?

You should buy a router that can work with USB modems and supports your modem.
And such routers as dirt.

Put Windows 8 as the main system, and drive Windows 8.1 into a virtual machine.
